Doubt regarding 'planetary war' concept and 'combustion' of planets by sun?

there is a difference of opinion among vedic astrologers regarding this issue. for planetary war to occur, is the distance between the planets 1 degree or 5 degrees. i think the winner will be the planet whose longitude is less. secondly, is the degree of combustion of planets(except rahu,ketu,moon) same - 10 degree of proximity within sun on both sides or it varies for the planets ? for eg: mars-17 deg, mercury-14 deg(12 deg when retrograde), jupiter-11 degree, venus-10 degree(8 when combust), saturn-15 degrees. are the above values correct ?
