Should I upgrade from 8 speed to 9 or 10 speed?

I have an 8 speed setup on my road bike right now. I'm trying to upgrade away from the Sora shifters but not use too much money. Should I upgrade to 9 speed components or is it more worth the money to go to 10 speed?
